International citizens and stateless persons have the right to receive higher education in the Russian Federation through:
State-Funded Places: Financed from the federal budget in accordance with:
- International treaties of the Russian Federation.
- Federal laws.
- The Government-established quota for foreign citizens (hereafter referred to as the "education quota").
Fee-Paying Places: Financed by individuals or legal entities under agreements for the provision of paid educational services.
Admission within the Government Quota
Admission within the education quota is carried out based on referrals from the federal executive body responsible for higher education policy.
Enrollment of quota students is formalized by a separate order(s) issued by the Academy.
Required Documents for Specific Categories
Applicants under International Treaties: Must submit documents confirming their eligibility under the relevant international treaty, in addition to the standard application package.
Compatriots Living Abroad: Must submit the documents stipulated by Federal Law No. 99-FZ of May 24, 1999, in addition to the standard application package. Compatribots do not receive special admission rights for Bachelor's and Specialist programs, unless otherwise stipulated by an international treaty.
Admission to Fee-Paying Places (Contract)
For admission to Bachelor's and Specialist programs on a fee-paying basis, the Academy independently establishes the list of entrance tests for foreign citizens, as specified in Appendix No. 3 of these Admission Rules.
If the number of entrance tests for international applicants differs from the standard number, the Academy allocates a separate number of places for this category and conducts a separate competition for these places.
International applicants may choose to take either the standard entrance tests or the tests specifically established for foreign citizens.
General Document Requirements
When applying, an international applicant must provide the original or a copy of an identity document, as per Article 10 of Federal Law No. 115-FZ of July 25, 2002.
Admission to Programs Containing State Secrets
Admission of international citizens to educational programs containing state secrets is carried out within the education quota and in strict compliance with the requirements of Russian legislation on state secrets.
